IV.     PUBLIC HEARINGS

A.      “Town of Old Saybrook Fire House” Application for modification of Special Exception Permit 00-070 & Coastal Site Plan Permit to add a temporary 2,000 gallon above ground unleaded fuel tank and pump for fueling of police vehicles until new police fueling station is constructed. A permanent 1,500 gallon diesel/gasoline fuel tank will be placed for fire & ambulance vehicles.

M. Spera thanked C. Costa for guiding he and J.T. Dunn through this application process. He said he and J.T. Dunn were presenting this application representing the Selectmen’s Office. He explained that there is a need for a fueling station for the Department of Police Services and the Old Saybrook Fire Department. As Director of Emergency Management, he found, after Super Storm Sandy, that the Old Saybrook Ambulance Association has the need for a refueling station as well.

In their packets, Commissioners received positive referral responses from Building Official Don Lucas, Fire Marshal Donn Dobson, and The Planning Commission.

Fire Marshal D. Dobson recommends that the tanks comply with NFPA 30A and NFPA 70. M. Spera said the tanks do comply with those regulations.

J.T. Dunn said the tanks would be off the road. The shed will block the 2 tanks, the one temporary and the one permanent tank, from view. Bollards will be installed so no one can accidentally hit the tanks. There will be 3 pumps. The police pump will have gasoline. The fire pump will have gasoline and diesel.

As it stands now, if the pump at the Town Garage is out of service, the Town Vehicles have to go to commercial gas stations to fill up with fuel.

There was discussion about security of the area, fuel redundancy, and environmental impact to the area. M. Spera said no one would be using the fuel pumps except for town public safety officials who are the ones called whenever there is a problem. If there ever were fuel spillage, it would be on pavement not gravel.

R. Friedmann asked where the bollards would be placed. J.T. Dunn said they would be placed where D. Lucas suggests they be placed.

R. Friedmann asked when the temporary tank would be removed. M. Spera said within 14 days of the new fuel tanks being operational at the new police station, the temporary tank will be removed.

The temporary fuel tank will be removed when the new tanks are operational at the new police station, not more than 14 days after the new tanks are being used at the new police department location. Also, the project is being approved as submitted because it is consistent with all applicable coastal policies and includes all reasonable measures to mitigate adverse impacts. MADE: by R. MOTION to adjourn the meeting at 7:50 p.m. until the next Regularly Scheduled meeting of the Zoning Commission which will be Monday, April 7, 2014 at the Old Saybrook Town Hall, 1st Floor Conference Room, 302 Main Street at 7:00 p.m.; MADE: by G.
